Joint Master’s in Public Policy – Austria, the Netherlands, Spain & the UK

The Mundus MAPP programme is a two-year international joint master’s degree in Public Policy offered by a consortium of four universities. A limited number of Erasmus Mundus (EMJM) scholarships are available for outstanding applicants from both inside and outside the European Union. An Institutional Scholarship (50% tuition-fee waiver) is also offered on each study track.

What the Scholarship Covers

EMJM Scholarship (for the highest-ranked applicants, duration 24 months):

  • Full tuition-fee waiver
  • Monthly contribution of 1,400 EUR (maximum total 33,600 EUR over 24 months) to assist with travel, visa, installation and subsistence costs
  • Health insurance meeting EACEA minimum requirements for the duration of studies, plus two weeks before and two months after
  • Additional support may be available for students with individual needs related to disability

The EMJM Scholarship does not cover:

  • Study Visit costs (approximately 600–1,000 EUR in Year 1)
  • Winter School costs (approximately 600–1,000 EUR in Year 2)
  • Travel and visa costs between the student’s home country and the consortium countries, or when moving to the Year 2 university

Institutional Scholarship (one per study track): 50% tuition-fee waiver at both Year 1 and Year 2 institutions. No stipend is included.

Who Can Apply

Mundus MAPP is open to both European and third-country national students. The EMJM scholarship is offered to outstanding applicants from both within and outside the EU. Nigeria is not excluded; Nigerian citizens appear on the list of countries whose graduates may be exempt from submitting an English language test certificate if their Bachelor’s or Master’s degree was taught exclusively in English.

Academic background

  • Bachelor’s degree of at least three years from a recognised university
  • Minimum class 2.1 / Upper Second (where applicable) and GPA of at least 3.17 on a 4.0 scale (or equivalent). Applicants must convert their GPA to a 4.0 scale if it is not already shown that way (tools such as Scholaro or WES iGPA may be used)
  • Preference is normally given to applicants with degrees in the social sciences or equivalent. Candidates with Bachelor’s degrees in Natural Sciences or Engineering are not eligible
  • Applicants who already hold a master’s degree must also meet the same grade requirements for that degree. Priority for scholarships is given to those who have not yet studied at master’s level

For tracks involving IBEI, the undergraduate degree must grant access to master’s-level study in the country where it was issued.

Mobility requirement

Physical mobility is compulsory. Students must complete two study periods of at least 30 ECTS each in two different countries, both different from their country of residence at the time of application/enrolment. Virtual mobility cannot replace the required physical mobility. Proof of residence (for example a municipal certificate, rental contract or utility bills) must be submitted before enrolment.

English language

Citizens of Nigeria (and several other listed countries) do not need to submit a language certificate if their Bachelor’s or Master’s degree was taught exclusively in English. Other applicants must provide one of the accepted test scores (TOEFL iBT 95+, IELTS Academic 7+, Cambridge C1/C2, PTE Academic 76+, or Duolingo 130+), taken within the stated validity periods. Late test scores are not accepted.

Work experience is not required but relevant experience is preferred. Spanish proficiency is not required.

Study Tracks

Applicants may apply to only one of the following mobility tracks:

  • CEU PU–IBEI – Global Public Policy
  • CEU PU–York – European Public Policy
  • ISS–IBEI – Political Economy and Development
  • ISS–York – Governance and Development

Application Deadlines (2027–2029 cohort)

  • 1 December 2026, 23:59 CET – Deadline for applicants who wish to be considered for financial aid (and early self-funded applications)
  • 15 April 2027, 23:59 CET – Deadline for non-EU/EEA residents who do not wish to be considered for financial aid
  • 1 July 2027, 23:59 CET – Deadline for EU/EEA residents who do not wish to be considered for financial aid

Documents Required

  • Completed online application form
  • Two official letters of recommendation (preferably at least one academic). Referees receive an email link after the application is submitted and must upload their letters within seven days
  • Scanned official English translations of Bachelor’s degree transcript and diploma/certificate (or official confirmation of expected completion by 15 August 2027). Master’s documents if applicable
  • Full curriculum vitae or résumé (including publications if any)
  • Statement of purpose (maximum 500 words) explaining reasons for applying, research interests, relevant experience, future plans, and the chosen study track
  • Proof of English proficiency (where required)
  • Proof of residence (required before enrolment)

Admitted students must later submit official hard copies of degree documents with original-language versions bearing official stamps/signatures.

Mundus MAPP applicants do not need to pay the CEU application fee unless they also apply to other CEU programmes.

Applications are centrally administered by Central European University Private University. Only applications submitted through the CEU portal are considered.

Selection Process

Qualitative assessment is carried out jointly by the four consortium universities. Scholarships are awarded on academic merit. All applications that meet formal requirements are evaluated by at least two persons. First-round decisions, including EMJM scholarship awards, are expected to be available in the Applicant Portal around 14 April 2027. Rejections are overturned only on procedural grounds.

Important Conditions

  • An EMJM scholarship holder cannot receive another EU-funded scholarship for the same or another EMJM course during the enrolment period
  • Previous EMJM scholarship holders are not eligible for another EMJM scholarship
  • The Consortium does not normally offer deferrals for visa or financial delays
  • Scholarships are tied to continued enrolment; they stop if a student discontinues the programme

Candidates with a solid social-science background, a competitive GPA (around 3.17/4.0 or higher), clear interest in public policy, and the ability to relocate physically for study periods in two different European countries.
